I have played 10 games of Rugby 25 and the AI hasn’t given away 1 penalty
Is there no such thing as high tackles in this game ??

High tackles exist but are very rare. They should be more frequent and depending on discipline.

Penalties are a massive part in real rugby yet it’s not in this game
